For an Orlando business trip in fiscal year 2027, the amount available for a hotel room depends on the month of the stay. Travel managers budgeting for conferences, finance teams handling reimbursement, and employees visiting clients all benefit from distinguishing the federal lodging ceiling from the separate meals and incidental expenses (M&IE) allowance.
Under the FY2027 GSA Orlando schedule, eligible federal lodging is capped at $178 per night in January, February, and March 2027 and $145 in the other nine months. The full-day M&IE rate is $80 throughout the fiscal year. Companies can use these figures to establish travel budgets and then apply their chosen booking rules through a modern travel management platform such as Engine.
This guide covers the exact Orlando rates, federal reimbursement rules, sample calculations, hotel-rate findings from Engine's FY2027 per diem study, and practical ways to manage corporate hotel spending.
Key Takeaways
- Two lodging periods: Orlando's FY2027 lodging cap is $145 for October through December 2026 and April through September 2027, and $178 for January through March 2027, according to the official GSA table.
- $80 daily M&IE: The federal allowance allocates $20 for breakfast, $22 for lunch, $33 for dinner, and $5 for incidentals, as shown in GSA's M&IE breakdown.
- $60 on eligible travel days: For qualifying trips lasting at least 24 hours, the first and last travel days generally receive 75% of M&IE, before applicable furnished-meal deductions, under 41 CFR 301-11.20.
- Orange County coverage: The Orlando locality is Orange County, Florida. The temporary work location ordinarily determines the federal rate, not the address of the hotel.
- Hotel availability in context: Engine's Orlando hotel-rate analysis found that 71.9% of hotel rates shown in its searches were at or below the applicable FY2027 lodging cap under the study's methodology. These were displayed rates, not completed bookings or prices actually paid.
- Company booking controls: Engine supports administrator-configured location-based lodging limits, approval rules, consolidated billing, and travel reporting. Private employers choose how GSA benchmarks fit their own policies.
Understanding GSA Per Diem Rates for Orlando Business Travel in 2027
The General Services Administration (GSA) publishes per diem rates for eligible federal official travel in the continental United States (CONUS), covering the 48 contiguous states and Washington, D.C. The federal fiscal year 2027 runs from October 1, 2026, through September 30, 2027, as specified in GSA Bulletin FTR 27-01.
Private businesses often adopt GSA rates as reference points for company budgets or reimbursement arrangements. Federal employee travel rules do not automatically apply to every private-company trip. An employer's written travel policy, applicable tax rules, and any contract-specific requirements also matter.
What Are GSA Per Diem Rates?
The GSA per diem program separates subsistence allowances into two categories:
- Lodging: A maximum nightly amount for reimbursing actual, necessary lodging expenses. Eligible lodging taxes for federal CONUS travel are handled separately from the lodging ceiling.
- Meals and incidental expenses (M&IE): A daily allowance for eligible meals, related taxes and tips, and specified incidentals. The amount may change for first and last travel days or meals furnished as part of official travel.
Orlando is a non-standard area (NSA) with its own county-based lodging schedule. For comparison, the standard FY2027 CONUS rate is $113 for lodging and $68 for M&IE. The standard rate generally applies to destinations not covered by a separately listed locality.
How GSA Determines Lodging Rates
GSA sets non-standard-area lodging rates using hotel-market information rather than selecting a fixed price for every destination. Its published lodging-rate methodology describes several factors:
- Average daily rate (ADR): Contractor-provided hotel room-revenue data forms the basis of the analysis. GSA's stated approach uses ADR less 5%.
- Representative properties: GSA evaluates hotels using geography, property characteristics, and fire-safety certification, aiming for representative mid-range accommodations.
- Historical data: The analysis typically uses lodging data from the trailing April through March period.
- Seasonality: GSA identifies sustained market-rate differences using multiple years of data, allowing separate monthly lodging periods in qualifying markets.
Orlando's published table establishes the January through March lodging period, but it does not assign that pattern to a single event, convention, or tourism trend. A federal ceiling is a reimbursement benchmark, not a guaranteed hotel selling price.
Orlando's Specific 2027 Per Diem Rates for Lodging and M&IE
The GSA Orlando locality table lists the applicable rates for Orange County. Lodging amounts exclude taxes, while the M&IE amount stays the same in every month.
Orlando Lodging Allowances by Month
Source: FY2027 GSA Orlando rates. The lodging ceiling generally applies to each eligible overnight stay based on that night's date. A trip crossing from December into January, or from March into April, can therefore involve two different nightly ceilings.
For federal employees, lodging reimbursement generally reflects actual allowable costs up to the applicable maximum, not the full cap regardless of what a room costs. Lodging and M&IE allowances cannot be transferred between one another, as explained in the GSA per diem FAQs.
Meals and Incidental Expenses (M&IE) for Orlando
Orlando's $80 full-day M&IE rate is allocated as follows under the official GSA breakdown:
Under 41 CFR 301-11.20, qualifying first and last days of a trip lasting 24 hours or more generally receive 75% of the daily M&IE rate, which is $60 in Orlando. Special rules also address eligible travel lasting more than 12 but less than 24 hours. Government-furnished or registration-included meals may reduce the allowance further.
For preliminary budgeting, one night at the maximum eligible lodging rate plus one full M&IE day gives these illustrative amounts:
- January through March 2027: $178 lodging + $80 M&IE = $258.
- October through December 2026 and April through September 2027: $145 lodging + $80 M&IE = $225.
These are planning illustrations, not automatic reimbursements. Eligible lodging may cost less than the cap, first and last travel days have different M&IE amounts, and taxes or other allowable expenses are handled separately.
What Engine's FY2027 Per Diem Study Shows About Orlando Hotels
GSA's ceiling establishes the allowance. The next question for a travel manager is what share of available hotel rates fits within it. According to Engine's per diem study, 71.9% of Orlando hotel rates shown in Engine searches met the applicable FY2027 lodging cap under the study's methodology.
The study also reports the following results by published hotel star class:
Under the study's definition, 3-star is the highest Orlando class for which at least 70% of displayed rates met the cap and every lower star class also met that threshold.
How to interpret these figures: Engine analyzed hotel rates shown in searches for check-ins from October 2025 through September 2026 and compared them with the FY2027 GSA monthly ceilings. The study's rate includes the nightly room price and fees payable at the hotel, such as resort fees, but excludes taxes. For stays spanning a rate-period boundary, the study uses the check-in month's cap. These percentages describe rates displayed during searches, not booking counts, actual traveler payments, or a forecast of guaranteed availability in 2027. They are a useful indication of the hotel classes a company may be able to consider when setting an Orlando lodging policy.
Optimizing Business Travel Management With GSA Per Diem Rates
An effective company travel policy makes the distinction between a benchmark and an enforceable booking rule. Orlando's FY2027 GSA amounts provide a consistent reference, while employers decide which costs are covered, how exceptions work, and what documentation is required.
Benefits of Using GSA Rates as a Policy Baseline
A documented per diem benchmark can support:
- Budget consistency: Finance teams can estimate eligible lodging and M&IE using the same published schedule.
- Travel policy clarity: Travelers can see the relevant nightly hotel limit before selecting a room.
- Department and project planning: Consistent allowance categories make it easier to compare expected travel costs across teams and assignments.
- Reimbursement administration: Defined rules for receipts, lodging taxes, furnished meals, and approvals support consistent processing.
- Audit support: Published rates, travel authorizations, hotel folios, and approved exceptions create an organized record of the spending decision.
For private employers, these are administrative benefits of a clear policy, not a promise of specific cost reductions or an automatic adoption of the Federal Travel Regulation (FTR).
Streamlining Lodging and M&IE Reimbursement
For eligible federal travel, the current FTR subsistence provisions treat lodging and M&IE differently.
Lodging reimbursement:
- Actual, necessary lodging costs are normally reimbursed up to the applicable nightly ceiling, supported by a lodging receipt.
- Eligible taxes on reimbursable CONUS lodging are handled as a separate miscellaneous travel expense under 41 CFR 301-11.16.
- Hotel charges other than lodging taxes, including mandatory resort or destination fees, are not automatically reimbursable outside the lodging ceiling. Whether a specific charge is allowable and how it is categorized depend on the applicable federal rules and agency authorization.
- The temporary-duty worksite ordinarily determines the locality; an agency may authorize an alternative locality when the regulatory conditions are met.
M&IE reimbursement:
- Standard M&IE is an allowance rather than repayment of each individual restaurant bill. The trip and applicable deductions still require substantiation.
- Eligible first and last travel days ordinarily use 75% of the M&IE rate.
- Under 41 CFR 301-11.21, meals supplied by the government or included in a registration fee ordinarily reduce the allowance by their allocated amounts. Complimentary hotel meals and common-carrier meals generally do not trigger those deductions.
- Where actual-expense reimbursement is separately authorized, itemization and receipt requirements differ from standard M&IE treatment.
Example: Four travel days and three Orlando hotel nights. Assume the trip occurs in a month with a $145 lodging ceiling, each of the three rooms costs exactly $145 before taxes, all four days are eligible, and there are no furnished-meal deductions. The amounts below use GSA's Orlando schedule and the FTR travel-day rule.
The $715 total excludes lodging taxes, transportation, and any separately reimbursable expenses. With three eligible hotel nights at $178 instead, the same M&IE assumptions produce $814 ($534 lodging plus $280 M&IE). Neither example is an observed average trip cost.
Per Diem Rates for Government and Public Sector Travel to Orlando
Federal civilian employees generally use the Orlando/Orange County locality rates for eligible official travel whose work activities take place in that area. The federal rules determine reimbursement entitlement and exceptions. Military travel follows applicable service rules and the Joint Travel Regulations. Federal contractor travel allowances instead depend on the relevant contract and employer arrangements; the FTR's employee reimbursement provisions do not automatically govern contractor payments.
GSA Requirements for Federal Employees
Under the FTR rules, important considerations include:
- Documentation: Lodging receipts are required for claimed hotel costs. Standard M&IE generally does not require receipts for each routine meal, but travel dates, purpose, location, and relevant deductions must be substantiated.
- Locality: The temporary work location ordinarily controls the applicable per diem, even if the traveler stays at a hotel in a neighboring county. An agency can approve a qualifying alternative lodging locality.
- Separate taxes: Eligible CONUS lodging taxes are reimbursable separately, limited to taxes on allowable lodging expenses.
- Furnished meals: Conference-registration meals and government-furnished meals generally trigger the specific GSA meal deductions, subject to FTR exceptions.
- Actual-expense authorization: When ordinary per diem is insufficient, an agency may authorize actual-expense reimbursement of up to 300% of the applicable maximum per diem under 41 CFR 301-11.17. Such authorization is discretionary and typically occurs before travel.
Orlando's GSA destination is Orange County, not the entire Central Florida metropolitan area. This matters for conventions, theme-park business events, and assignments that involve multiple worksites. A hotel's marketing description as an "Orlando-area" property does not determine the federal locality.
How Companies Can Implement and Enforce Per Diem Policies
Private employers can use GSA figures as written or establish different lodging and meal limits. The strongest policies identify the applicable stay dates, explain what counts toward the hotel ceiling, and define who can authorize an exception.
Creating a Clear Travel Policy
A practical Orlando policy should cover these decisions, using resources such as Engine's travel policy template:
- Rate source: Adopt the GSA locality schedule, a specified share of the GSA cap, or company-defined limits.
- Date handling: Apply the appropriate nightly lodging amount when trips cross a seasonal boundary or fiscal-year change.
- Cost treatment: State whether booking limits cover the room rate only or include hotel taxes and fees. Keep federal reimbursement treatment distinct from company booking logic.
- Approval routing: Define the approvers and recorded reasons for bookings above the normal limit.
- Meals and receipts: Clarify M&IE eligibility, furnished-meal treatment, lodging folios, and required substantiation.
- Cost allocation: Capture relevant departments, client accounts, projects, or cost centers when travel is booked.
Tools for Policy Enforcement
An after-trip expense review provides a record of spending that has already occurred. Engine Travel Policy Enforcement gives administrators a way to apply company-configured rules during search, selection, and checkout. Supported lodging controls include location-based flat or tiered nightly hotel caps, refundability requirements, and policy assignments by member or department.
Administrators can set three responses to an out-of-policy selection:
- Not Allowed: The selected booking is blocked.
- Allowed with Reason: The traveler can proceed after recording a justification.
- Allowed with Approval: The selection is routed through Engine Approvals for an authorized decision before the booking is completed.
For Orlando, companies can use the $145 and $178 GSA lodging periods as reference points for administrator-configured booking limits. Engine supports a room-rate-only cap or a total-room-cost setting that includes taxes and fees. Administrators can configure the appropriate location-based lodging cap and update it when the relevant GSA rate period changes. Expense reconciliation can then apply the federal treatment of eligible lodging taxes, other hotel charges, and M&IE separately.
Maximizing Hotel Value and Flexibility Within Orlando Per Diem Rates
The GSA ceiling is a useful spending reference, but a property is not required to sell a room at that amount. GSA's per diem FAQs make clear that hotel participation in government rates is voluntary. Actual availability depends on travel dates, room type, cancellation terms, and local demand.
Finding Accommodations Within the Lodging Cap
For conferences, client visits, and group meetings, a practical comparison includes:
- Relevant nightly rates: Compare the hotel room rate for every night of a stay, especially when the reservation crosses December 31 or March 31.
- Property location: Weigh proximity to the Orange County Convention Center, client offices, and other work locations against commuting needs.
- Fees and taxes: Review the room price alongside separately shown taxes and property fees, using the accounting rules applicable to the trip.
- Cancellation terms: Consider refundable options when attendance dates or meeting schedules could change.
- Eligible federal programs: For U.S. government and military personnel, GSA FedRooms provides qualifying accommodations at or below per diem through designated agency booking channels. The program is distinct from ordinary private-company bookings.
Engine's Orlando hotel listings provide a destination starting point, while its booking workflow presents the applicable room options and conditions for the selected travel dates.
Using Booking Flexibility for Changing Itineraries
Schedule changes can affect the overall value of a hotel booking. Engine FlexPro is a paid company subscription that provides additional cancellation flexibility for eligible hotel reservations, including qualifying nonrefundable rates. Covered hotel bookings can be canceled until noon on the scheduled check-in day, with the default return issued as Engine Travel Credit valid for one year, subject to program terms.
Engine Flex is a paid per-booking add-on for qualifying reservations. For eligible hotels, it supports cancellations until noon on check-in day and may also support shortening a stay. For select covered flights, cancellation is available up to two hours before the first scheduled departure, with the return subject to the applicable protection terms. The eligible booking and cancellation conditions govern the form of the return.
Earning Hotel Loyalty Benefits on Eligible Stays
Engine Rewards provides rewards on qualifying activity. With Engine Loyalty Point Stacking, a traveler can attach an eligible hotel loyalty number to a reservation, allowing hotel-program points or benefits and Engine Rewards to be earned together when both programs' rules permit it.
Eligible Orlando hotel stays can earn both Engine Rewards and hotel-program benefits when the traveler, property, room rate, and applicable program terms qualify. These rewards are separate from federal reimbursement allowances.
Applying FY2027 Orlando Rates Across Month Boundaries
GSA Bulletin FTR 27-01, issued August 18, 2026, establishes the federal travel rates effective October 1, 2026, through September 30, 2027. The Orlando lodging ceiling is $145 for October through December 2026, $178 for January through March 2027, and $145 for April through September 2027. The $80 full-day M&IE rate applies throughout the fiscal year.
Example: Three Hotel Nights Across December and January
Consider an eligible Orlando trip with hotel nights on December 30 and 31, 2026, and January 1, 2027. Under GSA's FY2027 Orlando schedule, the lodging ceilings for those nights are $145 + $145 + $178 = $468 in total. Actual federal lodging reimbursement is limited to eligible costs incurred, subject to each night's ceiling. Eligible lodging taxes are separate, and M&IE is calculated using the applicable travel-day rules.
Resources for Future Rate Lookups
GSA typically publishes the next federal fiscal year's CONUS rates in August, ahead of the October 1 start date. Relevant sources for budgeting and policy administration include:
- GSA Orlando FY2027 table for monthly lodging limits, the locality boundary, and M&IE amounts.
- GSA M&IE breakdowns for meal allocations used in furnished-meal deductions.
- Federal Travel Regulation for federal travel reimbursement and exception rules.
- Engine FY2027 per diem lookup for city, state, and ZIP code research along with hotel-rate findings.
How Engine Supports Orlando Business Travel Spending Controls
For businesses organizing Orlando conferences, sales trips, offsites, or recurring employee travel, Engine brings hotel, flight, and rental-car booking together with policy controls, approvals, payment options, and reporting. Teams can use GSA benchmarks to establish their own booking rules and manage trips through the same modern travel management platform. Engine's individual products provide specific mechanisms for planning, controlling, and reconciling travel spending.
Engine Per Diem Rates Lookup: City and ZIP Code Research
Engine's FY2027 per diem lookup presents GSA lodging ceilings by city, ZIP code, and state, alongside Engine's study of hotel rates displayed in searches. For an Orlando travel program, it provides a reference for the two monthly lodging periods and the types of hotels whose displayed rates fit within them. Administrators can use those figures when setting corporate booking thresholds.
Engine Travel Policy Enforcement: Location-Based Hotel Limits
Engine Travel Policy Enforcement supports location-based flat or tiered nightly caps, refundability rules, and assignment of travel policies to individual members or departments. It applies the configured booking policy before checkout. A company can configure Orlando lodging limits using the GSA rate periods as reference points and update those limits as the applicable period changes. Administrators can select whether limits apply to room rates alone or include taxes and fees, as described in Engine's lodging policy settings.
For a strict lodging threshold, administrators can use Not Allowed to block a booking outside the selected policy. This provides a clear mechanism for keeping booking decisions aligned with the company's established hotel limits.
Engine Approvals: Documented Booking Exceptions
Engine Approvals complements spending limits when a traveler needs an exception for a conference venue, client requirement, or other business reason. With Allowed with Approval, qualifying booking requests are routed to configured administrators or department managers for a decision. Approvers can review the selection and its current price before completing or declining the booking.
Alternatively, Allowed with Reason records an explanation while permitting the traveler to proceed. These settings give travel managers different ways to govern out-of-policy selections without losing visibility into the exception.
Engine Direct Bill: Consolidated Travel Invoicing
With an approved Engine Direct Bill arrangement, Engine extends a line of credit, pays the hotels, and the customer receives one consolidated invoice after stays. Booking data and company-defined cost fields can carry through to the invoice, supporting reconciliation by department, job, project, or cost center.
Direct Bill helps businesses centralize eligible charges rather than relying on individual employee payments for every covered stay. Credit limits, billing schedules, and payment terms follow the approved agreement.
Engine Incidentals Coverage: Cardless Hotel Check-In
Engine Incidentals Coverage is a separate add-on for eligible Direct Bill hotel reservations. With Engine's Incidentals Coverage add-on, travelers skip credit card authorization forms at check-in for covered stays at participating properties. The feature also supports management of approved incidental holds and charges under the applicable company billing arrangement. Covered categories and limits depend on the reservation and property.
Engine Travel Reporting and Analytics: Travel Cost Visibility
Engine Travel Reporting and Analytics brings Engine booking and billing data into views that finance and travel teams can filter using configured business context. Supported fields include traveler, department, project, job code, location, and cost center.
With Engine reporting dashboards, administrators can review travel spend, average nightly hotel rates, booking activity, and policy-related information. Finance teams can compare these results with their separately established GSA-based thresholds when assessing Orlando lodging budgets and documented exceptions.
Engine Groups: Room Blocks for Nine or More Rooms
For an Orlando conference, team offsite, or sales meeting requiring nine or more rooms, Engine Groups provides dedicated room-block sourcing, negotiation, and coordination. The service also supports managing rooming requirements and changes for group arrangements. This extends Engine's value beyond individual hotel reservations when an event brings multiple travelers to the same city.
The Engine booking platform and Engine Groups are free to use: No platform fees, no membership fees, no agent-assist fees, no contracts, no minimum spend. These access terms are separate from the room costs and agreement terms of negotiated group bookings, as well as optional paid products.
Engine Spaces: Meeting and Event Venue Inquiries
Engine Spaces helps Orlando planners discover meeting rooms and event venues for conferences, offsites, training, and team gatherings. Venue listings provide location, capacity, and amenity details. The Spaces inquiry process connects an interested planner with the venue team to arrange availability, pricing, services, and the reservation directly. Browsing and submitting inquiries through Engine Spaces are free.
Engine FlexPro: Company Hotel Cancellation Protection
Engine FlexPro is an optional paid subscription for company-wide hotel-booking flexibility. It supports cancellation of eligible reservations, including qualifying nonrefundable hotel rates, until noon on check-in day. The default refund is a one-year Engine Travel Credit, governed by the program's terms. For Orlando conferences with changing attendance or dates, this provides a defined way to protect eligible hotel-booking value.
Engine Flex: Per-Booking Hotel and Flight Protection
Engine Flex is a separate optional paid add-on selected for a qualifying booking. Eligible hotel stays receive added cancellation flexibility, while eligible protected flights can be canceled up to two hours before the first scheduled departure. Returns are provided according to the covered booking's terms, including Engine Travel Credit where applicable.
Engine Rewards and Loyalty Point Stacking: Eligible Travel Benefits
Engine Rewards offers rewards on qualifying bookings, and Loyalty Point Stacking allows travelers to attach eligible hotel loyalty information. When the reservation, rate, and respective program terms qualify, a traveler can receive both Engine Rewards and hotel-program benefits on the same stay. Eligible airline loyalty benefits are also governed by the applicable airline's rules.
Engine X: Business Charge Card and Spending Controls
Engine X is a business charge card, not a conventional revolving credit card. It has no annual fee, supports employee cards and spending controls, and provides card transaction visibility alongside Engine travel activity. All applications subject to credit approval.
Engine X publishes 6%, 7%, 8%, and 10% reward-point tiers for qualifying Engine-booked hotel and rental-car transactions, with 1.5% in points on other qualifying purchases. Actual earning depends on the eligible purchase and applicable tier. Card terms and eligibility apply. The Engine X rewards terms govern accrual, exclusions, and redemptions. These charge-card rewards are separate from the optional paid Flex and FlexPro products and do not alter federal per diem allowances.
Engine 24/7 Live Support and Eva: Trip Assistance
Engine provides 24/7 live support for booking questions, travel changes, and related trip needs. Eva, Engine's AI assistant, supports routine requests with escalation to live agents by phone, chat, and email. This provides travelers and administrators with assistance alongside the platform's booking, policy, and payment workflows.
Frequently Asked Questions
Are GSA per diem rates taxable for employees?
Reimbursements made under a qualifying accountable plan can generally be excluded from taxable wages when the applicable business-purpose, substantiation, and allowance rules are satisfied. Under IRS Publication 15, a reimbursement exceeding the properly substantiated allowable amount generally creates taxable wages to the extent of the excess. Payments made under a nonaccountable plan are generally treated as wages. The employer's plan design and records determine the applicable treatment.
What happens if hotel taxes put the bill over Orlando's lodging cap?
For eligible federal CONUS travel, 41 CFR 301-11.16 allows reimbursement of lodging taxes as a separate miscellaneous travel expense, limited to taxes on reimbursable lodging costs. The $145 or $178 lodging ceiling excludes those taxes. Mandatory resort or destination fees are distinct from lodging taxes. Their reimbursement treatment depends on the specific charge and applicable agency rules, so they should not be assumed to qualify for separate payment above the lodging ceiling. Private-company reimbursement depends on the employer's policy.
Can I keep unused per diem if my meals or hotel cost less?
Under the standard federal M&IE allowance method, an eligible traveler ordinarily receives the applicable daily amount after required travel-day and furnished-meal adjustments, rather than being reimbursed for every individual meal receipt. Federal lodging reimbursement is different: it covers actual allowable costs up to the nightly ceiling, so an unused portion of the hotel limit cannot be claimed or transferred to meals. Private employers may use different written reimbursement arrangements subject to applicable tax rules.
How do conference-provided meals affect Orlando M&IE?
For federal travel, 41 CFR 301-11.21 generally requires deductions for meals furnished by the government or included in a conference registration fee. Using the Orlando M&IE allocations, a provided breakfast and lunch reduce an eligible full day's $80 allowance by $20 + $22, leaving $38. On an eligible first or last day, the same meal deductions reduce $60 to $18. Federal rules preserve the incidental-expense minimum and contain exceptions, including for complimentary hotel meals and meals supplied by common carriers.
Do Orlando rates apply to Disney, Universal, and nearby convention venues?
The GSA Orlando rate covers Orange County, and the federal rate generally follows the temporary worksite. Work activities at an Orange County venue ordinarily use the Orlando locality, while a worksite in a different county may use a different listed locality or the standard CONUS rate. The name of a theme-park resort, hotel, or conference venue is not a substitute for identifying the worksite's county. An agency-authorized alternative locality may apply in qualifying circumstances.
What if no Orlando hotel is available within the GSA cap?
For eligible federal travel, 41 CFR 301-11.17 permits agencies to authorize actual-expense reimbursement up to 300% of the applicable per diem maximum, generally with advance approval and subject to agency discretion. GSA FedRooms also provides qualifying government and military accommodations through approved booking channels. Private employers can establish their own approval rules for above-limit bookings; Engine's Travel Policy Enforcement and Engine Approvals support recorded reasons and controlled booking exceptions.
