Dallas-Fort Worth Per Diem Rates 2027: GSA Guide for Business Travel

Person using a tablet while seated in the back seat of a car.

Business travel managers planning trips to Dallas-Fort Worth need to know which federal lodging and meal allowances apply, how county boundaries affect reimbursement, and how to translate those benchmarks into workable company policies. A hotel in downtown Dallas, a conference stay in Fort Worth, and an overnight assignment in Plano can fall under different lodging ceilings even though all three destinations are in the same metroplex.

For fiscal year 2027 (FY2027), the U.S. General Services Administration (GSA) publishes separate Dallas-Fort Worth locality rates that apply to eligible federal travel from October 1, 2026, through September 30, 2027. Private employers can adopt these rates as budgeting benchmarks, while establishing their own reimbursement, approval, and documentation requirements. The official Texas rate table is the authoritative reference for the federal amounts.

This guide explains the FY2027 lodging and meals and incidental expenses (M&IE) rates, the hotel options reflected in Engine's per diem study, the distinctions between federal and private-sector rules, and practical ways to manage these budgets across business travel.

Key Takeaways

  • Lodging ceilings vary by locality. FY2027 pretax nightly caps are $192 for Tarrant County and the City of Grapevine, $184 for Dallas County, $133 for Collin County, and $113 for other locations that use the standard continental U.S. (CONUS) rate. These rates are published in the GSA Texas schedule.
  • Most named DFW localities share an $80 M&IE rate. Dallas, the Arlington/Fort Worth/Grapevine locality, and Plano/Collin County use $80 for a qualifying full day and $60 for each first or last federal travel day. The standard locality uses $68 and $51, respectively.
  • GSA locality boundaries matter. Dallas County, Tarrant County, and Collin County have different lodging ceilings. GSA county-defined localities generally include the corporate limits of their named primary destination cities, even beyond the listed county, unless an area is designated separately. For a city such as Frisco that is not a named DFW primary destination, the work site's county matters.
  • Federal and private-sector locality rules differ. Federal travel generally uses the temporary-duty work location, while the locality where a traveler stops for sleep or rest is relevant under IRS per diem substantiation methods. A company's reimbursement policy can establish its own permitted budget.
  • Published caps are not room prices. Engine's per diem study measures historical hotel rates displayed in searches against FY2027 ceilings, providing a useful planning reference rather than a guarantee of future availability.
  • Policy controls are most effective before booking. Defined nightly limits, exception approvals, consistent cost coding, and consolidated travel records make per diem-aligned budgeting easier to administer.

Understanding GSA Per Diem Rates for DFW Business Travel

What GSA Per Diem Covers

Per diem means an amount allowed per day for qualifying travel expenses. The GSA per diem framework distinguishes between two categories:

  • Lodging: Under ordinary federal rules, reimbursement is based on actual eligible room costs, up to the applicable nightly ceiling. The published CONUS lodging rate excludes lodging taxes. Federal agencies can authorize actual-expense reimbursement above ordinary limits in circumstances permitted by the Federal Travel Regulation.
  • Meals and incidental expenses: M&IE is a daily allowance that includes meals, related meal taxes and tips, and defined incidental gratuities. Federal first-day, last-day, and qualifying furnished-meal adjustments affect the amount paid.

Federal lodging ceilings and M&IE allowances are separate categories. Under GSA rules, unused lodging allowance cannot be transferred to the meal allowance, or vice versa.

How Private Employers Use the Rates

GSA sets reimbursement rates for federal employees on official travel within CONUS. It does not impose those same limits on private employers. Businesses may adopt GSA amounts to create a consistent lodging budget, establish M&IE allowances, or inform exceptions for conferences, sales meetings, client visits, and project travel.

The employee's tax treatment is a separate matter. Qualifying reimbursements made under an IRS accountable plan can be excluded from wages when business purpose, substantiation, and excess-payment requirements are met. A company policy based on GSA rates is therefore a useful operating framework, not a substitute for applicable tax rules.

Dallas-Fort Worth FY2027 Per Diem Breakdown

FY2027 Lodging and M&IE Rates by Locality

The following GSA FY2027 Texas rates apply throughout the listed fiscal year. The combined column is an illustrative sum of one nightly lodging ceiling and one full-day M&IE allowance, not a guaranteed daily payment.

GSA locality Applicable area Lodging per night, pretax Full-day M&IE Illustrative combined amount
Arlington / Fort Worth / Grapevine Tarrant County and City of Grapevine $192 $80 $272
Dallas Dallas County, subject to separately named locality boundaries $184 $80 $264
Plano Collin County $133 $80 $213
Standard CONUS Locations without a specified GSA locality rate $113 $68 $181

All four lodging ceilings remain constant across the FY2027 months shown in the Texas schedule. Federal travelers generally receive eligible actual lodging costs up to the authorized ceiling, not the full ceiling automatically. Under the federal rules, lodging taxes are handled separately and M&IE is reduced on qualifying first and last travel days.

How the DFW County and City Boundaries Work

The GSA uses named primary destinations and their stated county or city coverage, rather than one rate for the entire Dallas-Fort Worth metro area. For common travel destinations:

  • Dallas and Irving: Dallas County's $184 designation generally applies. This includes Dallas business districts and Irving locations within Dallas County, including Las Colinas.
  • Fort Worth and Arlington: Tarrant County's $192 designation generally applies. The same locality explicitly includes the City of Grapevine.
  • Plano and McKinney: Collin County's $133 designation generally applies, including Collin County business destinations beyond the City of Plano.
  • Denton, Rockwall, and Ellis county destinations: The $113 standard rate generally applies where the destination is outside any separately designated locality.
  • Cities spanning counties: Frisco extends into Collin and Denton counties and is not a separately named FY2027 GSA primary destination. A work site in its Collin County portion ordinarily maps to the $133 Plano locality; a Denton County work site outside another designated locality ordinarily maps to the $113 standard rate. Named GSA primary destinations follow the additional corporate-limits rule described below.

Under GSA locality guidance, a county-defined locality includes both the listed county and the corporate limits of its named primary destination city, including portions of that city outside the listed county, unless another locality is specified separately. For federal employees, the authorized temporary-duty work location ordinarily determines the rate, rather than the address of the hotel. When lodging is unavailable at the work location, an agency may authorize use of the lodging locality under applicable federal rules.

Private-sector reimbursement policies can use their own geographic definitions. For IRS per diem substantiation, the stop for sleep or rest is an important locality rule. Organizations should distinguish these methods when designing budgets and documenting itineraries.

Meals and Incidental Expenses in 2027

For the $80 M&IE localities covering Dallas, Fort Worth, Arlington, Grapevine, and Plano/Collin County, the GSA M&IE breakdown is:

  • Breakfast: $20
  • Lunch: $22
  • Dinner: $33
  • Incidentals: $5
  • Qualifying first or last federal travel day: $60, equal to 75% of the $80 full-day amount

At a standard-rate destination, the corresponding full-day $68 allowance consists of $16 for breakfast, $19 for lunch, $28 for dinner, and $5 for incidentals. The federal first or last travel day amount is $51.

These meal components primarily provide the allocation used when qualifying meals are furnished. They are not universal individual restaurant spending caps. Under federal rules, meals furnished through certain government arrangements can reduce M&IE, while complimentary meals supplied by hotels or common carriers receive different treatment under the GSA meal guidance. A private employer may define its own meal and proration policy subject to applicable tax rules.

Expenses Outside the Lodging Ceiling

The GSA nightly room ceiling is a pretax lodging maximum. Business-related parking, ground transportation, and other eligible travel expenses are assessed under their relevant reimbursement categories. Hotel parking is not part of the GSA lodging cap, and the $5 M&IE incidentals allocation refers to certain service gratuities rather than parking or laundry. Property-imposed hotel fees may require separate classification under applicable federal travel rules or company policy rather than being treated as lodging taxes. The IRS travel expense guide distinguishes these expense categories.

Hotel taxes can materially change the cost of a stay. The federal pretax lodging allowance and a private company's total hotel budget should therefore be treated as different concepts when the company includes taxes, fees, or parking within an internal spending threshold.

What the FY2027 DFW Lodging Caps Buy

The federal ceiling alone does not determine which hotels are available within policy. To add historical market context, Engine's FY2027 per diem study compared hotel rates shown in Engine searches for check-ins from October 2025 through September 2026 with the new FY2027 lodging caps.

City FY2027 lodging cap Rates shown at or below cap
Arlington $192 86.8%
Fort Worth $192 82.8%
Dallas $184 72.0%
Irving $184 85.1%
Plano $133 77.8%
McKinney $133 74.4%

Source and methodology: Engine Data Lab. The percentages describe rates shown in searches, not a percentage of unique properties, actual bookings, or amounts travelers paid. The study's rate definition includes the nightly room price and fees payable at the hotel, excluding taxes. That comparison measure does not by itself determine how individual hotel fees are classified for federal or company reimbursement. These historical results are planning indicators rather than forecasts of FY2027 prices or availability.

Dallas and Irving: The $184 Lodging Budget

Downtown Dallas, Uptown, Market Center, and Love Field are common starting points for conferences, client meetings, and office-based travel. Dallas's $184 year-round lodging ceiling is a useful initial benchmark for comparing room prices across those areas.

Irving and Las Colinas create additional business-travel options within the Dallas County rate designation. Engine's study found a higher share of displayed rates under the same $184 cap in Irving than in Dallas, illustrating why teams may benefit from comparing multiple business districts while accounting for meeting locations, commuting time, parking, and total trip cost.

Fort Worth and Arlington: The $192 Lodging Budget

The $192 designation applies to Tarrant County and the City of Grapevine. Downtown Fort Worth, the Cultural District, Arlington, and appropriate airport-area addresses can all be considered within this locality. Engine's study shows how hotel rate availability differed between Arlington and Fort Worth even at the same GSA ceiling.

Plano and McKinney: The $133 Lodging Budget

For qualifying Collin County destinations, including Plano and McKinney, the $133 pretax lodging ceiling is the relevant federal benchmark. The Legacy area, corporate campuses, and other North Dallas employment centers may make these destinations practical for work based in Collin County. Travel programs can compare the rate with the full cost of commuting and any hotel parking or other applicable charges.

Standard-Rate DFW Destinations: The $113 Lodging Budget

The standard $113 lodging rate applies to destinations not covered by a named GSA locality. For example, eligible sites in Denton, Rockwall, and Ellis counties ordinarily use the standard designation. A municipality's name or general metro-area affiliation should not replace its actual GSA location when a county or city boundary affects the applicable rate.

Reimbursement, IRS Rules, and Texas Hotel Taxes

Accountable Plan Requirements

The IRS accountable-plan rules generally require three elements for an employee's qualifying travel reimbursement to be excluded from taxable wages:

  • Business connection: The expense is incurred for qualifying business travel away from the employee's tax home. For deductible travel meals and lodging, the employee ordinarily must need substantial sleep or rest away from home to meet work demands.
  • Adequate accounting: Required records establish the dates, business purpose, location, and other substantiation details for the expense or applicable per diem allowance within a reasonable period.
  • Handling excess advances: Amounts that must be returned under the applicable arrangement are returned within a reasonable period. An adequately substantiated allowance above an applicable federal rate can instead result in taxable excess under the relevant rules.

Accounting for expenses within 60 days and returning relevant excess advances within 120 days are IRS safe harbors for reasonable-period requirements, not universal statutory deadlines for every arrangement. Federal actual-cost lodging reimbursement also differs from qualifying private-sector per diem amount-substantiation methods. Companies using flat allowances should document the method they adopt rather than assume every allowance is treated like federal employee reimbursement.

A written policy can establish the eligibility requirements, travel dates, GSA locality mapping, acceptable expense records, furnished-meal treatment, partial-day proration, and advance-reconciliation procedures. The employer's deduction and the employee's wage exclusion are distinct tax questions. Qualifying business meals generally remain subject to a 50% federal deduction limit, with statutory exceptions.

Federal Travel Days and Private-Sector Proration

For eligible federal travel to an $80 M&IE locality, a four-calendar-day trip with two full intermediate days generates $60 + $80 + $80 + $60 = $280 in M&IE before any required furnished-meal adjustment. At a $68 standard-rate locality, the comparable calculation is $51 + $68 + $68 + $51 = $238.

For private-sector arrangements, the applicable IRS method may permit another reasonable and consistently applied partial-day calculation. The correct treatment depends on the adopted reimbursement method, itinerary, and documentation, rather than on the GSA schedule alone. See IRS Publication 463 for the applicable substantiation framework.

Hotel Occupancy Taxes in Dallas-Fort Worth

Texas imposes a 6% state hotel occupancy tax. The City of Dallas hotel tax is 9%, producing a combined 15% state and city amount for an ordinarily taxable hotel room within the city before any applicable special assessments or other charges. Local taxes differ elsewhere in the metroplex.

For eligible federal official travel, qualifying lodging taxes generally sit outside the GSA pretax lodging ceiling. Texas provides specified hotel-tax exemptions for eligible federal travelers on official business and for permanent residents meeting the uninterrupted 30-day occupancy rules. For extended stays, written notice of the intended stay and completion of the qualifying period affect the exemption's start date; without written notice, the first 30 days are generally taxable. Contractors working on government projects do not automatically receive the federal government hotel-tax exemption. The Texas Comptroller's guidance explains these distinctions.

The Separate IRS High-Low Per Diem Method

Some private-sector businesses use an optional IRS high-low method for qualifying travel rather than maintaining a separate federal locality amount for every trip. IRS Notice 2026-60 sets 2026-2027 high-low amounts of $329 for specified high-cost localities and $230 for other CONUS localities, with $86 and $74 meal components, respectively. Eligibility, the high-cost locality list, and consistent use of the selected method matter. These amounts serve a federal tax substantiation method, not a replacement for the FY2027 GSA locality table used for company booking budgets.

Setting and Enforcing a DFW Per Diem Travel Policy

Define the Rate and Expense Rules

A practical policy distinguishes lodging caps from allowances and incidental spending. Its key decisions include:

  • Lodging ceilings: Assign the FY2027 $192, $184, $133, or $113 benchmark according to the relevant work location, authorized destination, or company-specific geographic rule.
  • Taxes and fees: Define whether the internal hotel spending limit is pretax or inclusive of taxes and applicable fees.
  • M&IE treatment: State the daily allowance, first and last day calculation, qualifying provided-meal adjustments, and whether employees receive fixed allowances or actual-cost reimbursement.
  • Exception handling: Establish who may authorize over-cap reservations for conference dates, changing itineraries, or business needs.
  • Cost allocation: Collect employee, department, project, and cost-center details so booking and billing data can be reconciled against the approved budget.
  • Record retention: Maintain the records supporting the business purpose, itinerary, authorized expenses, and accountable-plan treatment.

These distinctions matter because a booking policy based on the hotel address may be operationally useful while federal authorization and IRS reimbursement substantiation use different locality conventions.

Illustrative Four-Day, Three-Night Budgets

The following calculations illustrate how lodging ceilings and federal M&IE allowances combine. Each example assumes one approved locality throughout the trip, three room nights charged exactly at that locality's pretax ceiling, four calendar days of travel, two full M&IE days, no qualifying furnished meals, and no separately assessed hotel fees. These are hypothetical budget ceilings, not observed hotel prices or promised reimbursements. Lodging taxes, parking, transportation, and other separately budgeted expenses are excluded.

Assumed authorized locality Three-night lodging ceiling Four-day M&IE Illustrative total
Arlington / Fort Worth / Grapevine 3 x $192 = $576 $280 $856
Dallas 3 x $184 = $552 $280 $832
Plano / Collin County 3 x $133 = $399 $280 $679
Standard CONUS 3 x $113 = $339 $238 $577

In this illustration, the Dallas and Plano totals differ by $153 because of their lodging ceilings. That difference is a comparison of modeled allowances, not demonstrated savings from moving a traveler to a different hotel. Under federal rules, moving the accommodation without changing the authorized work locality generally does not change the applicable per diem designation. Actual travel budgets depend on permitted assignments, booking prices, and the company's policy.

Apply Booking-Stage Policy Controls

A policy becomes more useful when employees encounter its requirements during search and checkout. With Engine Travel Policy Enforcement, administrators can set flat, tiered, or location-based room-rate limits, assign policies to travelers or departments, and select one of three documented exception modes: Not Allowed, Allowed with Reason, or Allowed with Approval.

Engine Approvals connects an out-of-policy selection to the designated administrator or department manager, who can review the reason, booking details, and current price. That creates a booking-stage record that finance can use alongside the company's defined per diem methodology. Administrators can also enable Show GSA Per Diem to display the GSA rate associated with a hotel during search, complementing the company's configured lodging policy.

Coordinating DFW Group, Project, and Extended-Stay Travel

Room Blocks for Conferences and Events

Conferences, company offsites, sales kickoffs, training sessions, and large meetings often require multiple rooms near a common venue. Engine's Group Room Blocks service supports nine or more rooms, bringing group requests into a sourcing and coordination workflow for hotel proposals, negotiated terms, and room blocks. The Engine Groups service is free for organizers to use; hotel reservations and any agreed supplier contract obligations remain separate travel expenditures.

For venue planning alongside overnight room blocks, Engine Spaces lets businesses discover meeting rooms and event venues, review capacity and amenities, and submit inquiries for spaces suited to their events. It complements the Groups lodging workflow for conferences, offsites, training sessions, and client meetings.

Organizers can compare the proposed room rates against the applicable company-approved lodging budget, taking the event location, tax treatment, and group contract terms into account. Project teams and field crews can use the same group lodging approach when shared accommodations or coordinated arrival dates are important.

Extended Stays and Temporary Assignments

Extended assignments can affect both travel budgets and tax treatment. Under IRS Publication 463, an assignment at a single location realistically expected to last more than one year is generally considered indefinite, which can change whether living and travel expenses qualify as travel away from the employee's tax home. The expected duration should be reassessed when the assignment changes.

For long-running projects, consistent traveler and project identifiers help finance teams connect approved travel, actual lodging costs, and invoice records. Engine Travel Reporting and Analytics allows businesses to organize booking and spend data by department, project, and relevant company-defined fields.

Flexible Bookings When Plans Change

Event schedules, client meetings, and project milestones can change. Engine offers optional paid flexibility products that can help companies manage qualifying reservation changes within documented booking terms.

FlexPro is a company hotel subscription providing cancellation flexibility for eligible bookings, including qualifying nonrefundable rates, until noon local time on the scheduled check-in day. The default value returned for a qualifying covered cancellation is Engine Travel Credit valid for one year. Engine's October 2026 FAQ lists FlexPro at $299 per month or $2,999 per year. The subscription is separate from Engine's free booking platform.

Flex for Hotels is an optional paid add-on selected for an eligible individual hotel booking. The separate paid Flex for Flights add-on permits cancellation of a complete qualifying flight itinerary through Engine at least two hours before its first scheduled departure, with the eligible booking value returned as Engine Travel Credit under the applicable terms. Both Flex options are purchased per booking and are separate from the FlexPro company subscription.

Consolidated Billing, Reporting, Rewards, and Spend Controls

DirectBill for Centralized Travel Payments

Engine DirectBill provides an approved line of credit for eligible travel. Engine pays the hotels, and the customer receives consolidated invoicing in arrears under its billing agreement. Bookings and company-defined accounting fields can flow into the invoice, allowing finance teams to organize approved travel expenses by traveler, team, or cost center. All applications are subject to credit approval.

For longer lodging assignments, billing may reflect completed nights within a statement period. This supports consistent spend reconciliation even when the overall stay crosses billing cycles. Engine's billing guidance describes itemized statements, export options, and available payment arrangements.

With Engine Incidentals Coverage, an eligible Direct Bill reservation can also support a cardless check-in arrangement. With Engine's Incidentals Coverage add-on, travelers skip credit card authorization forms at check-in. The add-on applies to covered reservations and is configured within the company's billing setup. Hotel incidentals covered through this add-on are distinct from the GSA's $5 M&IE allowance component for service gratuities.

Travel Reporting and Analytics

Engine Travel Reporting and Analytics gives travel and finance administrators centralized views of Engine-recorded bookings and spend. Teams can filter data by department, project, job code, team, or cost center and use those fields to review lodging rates against configured policy limits. This provides an organized set of travel records for expense and budget reconciliation.

For traveler coordination, Engine's Duty of Care tools can show booked traveler locations and itinerary information when enabled, supporting oversight of planned business travel across different DFW work sites.

Engine Rewards and Hotel Loyalty Programs

After enrollment, Engine Rewards lets eligible completed bookings earn program points that can be used toward qualifying future bookings or eligible Direct Bill balances under the program rules. Engine's Hotel Loyalty Point Stacking lets travelers attach hotel loyalty numbers to eligible reservations, allowing qualifying supplier points or status recognition alongside Engine Rewards. Each program applies its own eligibility and redemption terms.

Engine X Business Charge Card

Engine X is a business charge card with no annual fee, integrated with Engine's travel and spend tools. Administrators can issue virtual or physical cards and set employee, transaction, category, or project spending controls. The card also provides transaction visibility alongside booking information. All applications are subject to credit approval.

For eligible purchases, Engine X offers points-based rewards rates of 6% to 10% on qualifying Engine hotel and rental-car transactions, depending on the company's spend tier, and 1.5% on qualifying other purchases. Reward values are governed by the program's points and redemption terms. Card terms and eligibility apply. Engine X is a separate charge-card product, distinct from the paid Flex per-booking add-ons and the FlexPro subscription.

Why Engine Stands Out for Per Diem-Aligned Business Travel

Engine is a modern travel management platform that brings together business travel booking, policy enforcement, approval routing, payment options, and reporting. For a DFW travel program using FY2027 GSA benchmarks, these connected capabilities give administrators a practical way to implement location-based limits while accommodating meetings, conferences, individual trips, and group travel.

Travel Policy Enforcement and Engine Approvals

Travel Policy Enforcement allows administrators to configure location-based lodging limits, tiered rates, refundability requirements, and traveler or department-specific rules. The Not Allowed, Allowed with Reason, and Allowed with Approval settings define what happens when a selection falls outside the configured policy. Engine Approvals routes qualifying exceptions to designated decision-makers and records the booking details and approval outcome.

Engine's Show GSA Per Diem company setting displays the GSA rate associated with a property in hotel search. It gives bookers a federal rate reference alongside Engine's configurable policy controls. For official federal travel, the authorized work location remains the basis for the applicable reimbursement locality under GSA guidance.

DirectBill and Incidentals Coverage

DirectBill connects an approved company line of credit with consolidated invoicing, helping finance teams review travel purchases in one billing workflow. The separate Incidentals Coverage add-on supports cardless hotel check-in for covered Direct Bill reservations, further simplifying the experience for employees and coordinated teams.

Travel Reporting and Analytics

Travel Reporting and Analytics helps administrators filter bookings and spending by department, project, and cost center. These records provide visibility into room-rate decisions and company travel policy performance across the Dallas-Fort Worth area.

Engine Groups Room Blocks

Engine Groups supports sourcing for nine or more rooms, including corporate events, conferences, offsites, and project-based lodging. Organizers can coordinate proposals and room blocks within a service that is free to use, while keeping negotiated hotel charges within their company's approval process.

Engine Spaces Meeting and Event Marketplace

Engine Spaces provides venue discovery for board meetings, client meetings, conferences, offsites, and training sessions. Organizers can compare space details and submit inquiries through the marketplace, complementing Engine Groups' overnight room-block sourcing.

Flex and FlexPro Cancellation Options

Flex for Hotels and Flex for Flights provide optional paid coverage selected per eligible booking. FlexPro provides subscription-based hotel cancellation flexibility for eligible company bookings. Their documented cancellation deadlines and Engine Travel Credit terms help travel managers plan around changing business schedules.

Engine X Spend Controls

Engine X adds customizable business charge-card controls and transaction visibility to travel spending. Virtual and physical cards, configurable spending limits, and eligible purchase rewards give finance teams further control over their business expenses. All applications are subject to credit approval. Card terms and eligibility apply.

24/7 Live Support and Eva

Engine provides 24/7 live support by phone, chat, and email, alongside Eva, Engine's AI assistant for common travel requests with escalation to live agents. This combination supports employees and travel managers handling bookings, itinerary changes, and travel questions during DFW business trips.

Engine's core booking platform and Engine Groups are free to use: No platform fees, no membership fees, no agent-assist fees, no contracts, no minimum spend. Hotel purchases and any negotiated supplier or group-room-block obligations are separate from the free-to-use services. The optional paid Flex and FlexPro products are separate from that core offering. Engine also offers 1,000,000+ properties, giving teams a broad selection when comparing business travel options.

Engine X is a separate business charge card with no annual fee. All applications are subject to credit approval. Card terms and eligibility apply.

Frequently Asked Questions

Does per diem cover parking at Dallas-Fort Worth hotels?

The FY2027 GSA lodging ceiling covers eligible pretax lodging, not hotel parking. Business-related parking may be treated as a separately reimbursable travel expense under the governing federal or company rules. It is also distinct from the $5 M&IE incidental gratuities allocation. See IRS Publication 463 for the underlying expense classifications.

What if I work in Dallas but stay in Plano?

For federal temporary-duty travel, the authorized Dallas work location generally controls the applicable lodging locality, even when the hotel is in Plano. An agency can authorize an exception under the relevant lodging-location provisions. For qualifying private-sector IRS per diem substantiation, the locality where the traveler stops for sleep or rest can be the relevant reference. Company travel policies may use their own approved reimbursement limits. The GSA guidance and IRS rules address these different frameworks.

Is Frisco's FY2027 lodging ceiling $113 or $133?

Frisco spans Collin and Denton counties. For federal temporary-duty travel, the authorized work location and the GSA's county and key-city boundaries determine the applicable rate. Engine's city-level study classifies Frisco under the $113 standard rate for its analysis. The official GSA Texas schedule assigns $133 to the Plano locality, which includes Collin County. A work site in the Collin County portion of Frisco ordinarily uses $133; a Denton County work site outside a separately defined locality ordinarily uses $113. Under qualifying private-sector IRS per diem substantiation methods, the place of sleep or rest is generally relevant instead. The city-level study does not override GSA locality boundaries.

Do Dallas, Fort Worth, Irving, and Plano have different meal allowances?

No. The relevant named GSA localities for Dallas, Fort Worth, Irving, and Plano all have an $80 full-day M&IE tier in FY2027. The federal first and last travel day amount is $60. A destination that uses the standard CONUS locality has a $68 full-day allowance and a $51 federal first or last day amount. See the FY2027 Texas table.

How do per diem rules differ for employees and independent contractors?

Eligible employees may receive excluded reimbursements through an IRS accountable plan when its requirements are satisfied. Independent contractors have separate expense substantiation and reporting considerations; tax treatment depends on the contractual arrangement, eligible expenses, and records. GSA rates govern applicable federal employee travel rather than automatically establishing private contractor reimbursements. The IRS travel expense guidance addresses these distinctions.

Can a multi-stop DFW trip use more than one locality rate?

Yes, when the governing authorization and applicable reimbursement method support different locality rates across the itinerary. For example, consider a hypothetical four-day trip with authorized Fort Worth duties and lodging for one night, followed by authorized Dallas duties and lodging for two nights. At the FY2027 lodging ceilings, the pretax room budget would be $192 + $184 + $184 = $560. With two $60 federal first or last day M&IE amounts and two $80 full-day allowances, M&IE would total $280, producing a combined illustrative amount of $840 before lodging taxes and other eligible costs. Actual federal lodging reimbursement depends on eligible costs and authorization, rather than an automatic payout of the ceiling.
